Sex Offender Risk Levels in Ouachita County
SOSRA, the Sex Offender Screening and Risk Assessment unit, assigns a risk level to every registered sex offender in Ouachita County. SOSRA is at 2403 E. Harding Ave., Pine Bluff, AR 71611, phone (870) 850-8429. The risk level controls how often the offender checks in with the Sheriff's Office and how broadly the surrounding community is notified.
Arkansas divides sex offenders into four levels. The community notification regulations define each level in detail. Level 1 (low risk) offenders have no prior sex offense history and are not listed on the public website. Notification is limited to law enforcement, the victim or victim's guardian, and adult household members. Level 2 (moderate risk) offenders have some prior history. Schools may be notified at law enforcement's discretion. Level 3 (high risk) offenders have repeat offense patterns or strong predatory behavior. Notification is mandatory for neighbors, nearby organizations, and schools. Officers conduct face-to-face community notification. Level 4 (sexually violent predator) brings the most aggressive notification. This can include media coverage, posters, and public community meetings.
An Ouachita County offender who refuses the SOSRA interview is automatically classified at Level 3 or referred for Level 4 review. Not showing up for the assessment is not a neutral choice. It results in a higher default classification.

Verification Schedule and Penalties in Ouachita County
Sex offenders in Ouachita County must verify their registration in person at the Sheriff's Office on a regular schedule. Level 1, 2, and 3 offenders check in every six months. Level 4 offenders check in every three months. Each visit confirms current address, employer, vehicle, and online account information. A new photo is taken at every verification appointment.
Skipping a verification visit is a Class C felony. So is failing to register at all, moving without advance notice, or providing false information to the Sheriff's Office. Each violation carries three to ten years in prison and fines up to $10,000. Three failure-to-register convictions mean lifetime registration with no right to petition for removal.
The Arkansas Administrative Code details what officers document during each check-in through the CENSOR system. This includes all changes to housing, employment, vehicles, and online activity. Every update is logged and pushed to ACIC in real time.
Level 3 and Level 4 sex offenders in Ouachita County cannot live within 2,000 feet of any public or private school or licensed daycare. The Eighth Circuit upheld this buffer zone restriction in Weems v. Little Rock Police Department, ruling it did not violate any fundamental right. Violating the restriction is a Class D felony.
Ouachita County Sex Offender Registry Removal
Some Ouachita County sex offenders can petition the court to be removed from the registry. Ark. Code Ann. § 12-12-919 allows a petition fifteen years after release from prison or the start of parole, probation, or post-release supervision. The court must find that no new sex offense occurred during that period and that the person poses no public safety risk.
The petition must be served on the prosecuting attorney, the ACIC Sex Offender Registry, and Community Notification Assessment at least thirty days before the hearing date. Victims who registered for VINE alerts are notified and may take part. If the court denies the petition, the offender must wait three more years before filing again. Sexually violent predators and those with multiple sex offense convictions are often subject to lifetime registration without a petition option.
The Arkansas Administrative Code governing sex offender assessment and registration procedures applies to every Ouachita County registrant, from the initial SOSRA interview to ongoing check-ins with the local Sheriff's Office.
