Howard County Sheriff and Sex Offender Registration
The Howard County Sheriff's Office in Nashville handles all local sex offender registration. Any person required to register who lives in Howard County must report to the Sheriff's Office. The office works with ACIC through the CENSOR system to process registrations electronically and submit all required data without using paper forms. The 8th Judicial Circuit Court handles all felony sex offense cases in Howard County. At sentencing, the court orders registration and advises the offender of their obligations under state law. Registration Requirements for Howard County Sex Offenders
Any person convicted of a qualifying sex offense must register in Howard County if that is where they live, work, or attend school. Ark. Code Ann. § 12-12-901 et seq. sets the registration framework for all of Arkansas. Qualifying offenses include rape, sexual assault in the first through fourth degrees, sexual indecency with a child, computer child pornography, internet stalking of a child, and more than a dozen other specific crimes listed in the statute. The law has become stricter over the years with multiple amendments since 1997.
Offenders arriving in Howard County from another state must register at the Sheriff's Office within three business days of establishing residency. People released from prison or moving from another county face the same deadline. Documents required at registration include valid ID, proof of address, court sentencing papers, all vehicle details, and a full list of every online account and screen name. Failing to meet the three-day window is a separate felony charge.
Nonresident workers and students must also register. Working or attending school in Howard County for more than fourteen consecutive days, or thirty total days in a calendar year, triggers registration with the local sheriff's office. This applies even if you live outside the county or state. Registration is based on where you work or study, not where you sleep.
Sex Offender Risk Levels in Howard County
Every registered sex offender in Howard County is assigned one of four risk levels by SOSRA, the Sex Offender Screening and Risk Assessment unit. SOSRA is at 2403 E. The assigned risk level determines how often the person must report and how widely the community is notified.
Arkansas community notification regulations define each of the four risk tiers as part of the state's implementation of Megan's Law. Level 1 is low risk. These offenders have no prior history of sexual acting out and no strong antisocial tendencies. Level 1 offenders are not shown on the public website. Level 2 is moderate risk with a limited prior history. Schools and nearby groups may be notified at law enforcement's discretion. Level 3 is high risk with a repeat history or predatory behavior. Notification for Level 3 includes face-to-face contact with neighbors and printed fact sheets distributed in the surrounding area. Level 4 is sexually violent predator status. Law enforcement can hold community meetings, issue media alerts, and use public posters for this group.
Offenders who skip the SOSRA interview or refuse to cooperate are defaulted to Level 3 or referred for Level 4 review. Reassessment is available after five years, but the offender pays the cost and must complete a polygraph.

Residency Restrictions for Howard County Sex Offenders
Level 3 and Level 4 sex offenders in Howard County cannot live within 2,000 feet of any public or private elementary school, secondary school, or daycare facility. The Eighth Circuit upheld this restriction in Weems v. Little Rock Police Department, finding it does not violate any fundamental constitutional right. The buffer is measured from the school or daycare property line, not the building. This applies throughout Howard County including the Nashville area.
A limited exception applies to offenders who owned and occupied a home before the school or daycare opened, or before July 16, 2003. That exception is voided by any new qualifying offense after that date. Violating the restriction is a Class D felony. Level 1 and Level 2 offenders are not subject to the 2,000-foot rule.
Note: Level 3 and Level 4 sex offenders in Howard County must remain at least 2,000 feet from any school or daycare property. Violating this rule is a Class D felony under Ark. Code § 5-14-128.
Verification Check-In in Howard County
Registered sex offenders in Howard County must appear in person at the Sheriff's Office on a schedule set by risk level. Level 1, Level 2, and Level 3 offenders check in every six months. Level 4 sexually violent predators report every three months. These are mandatory visits. Missing a scheduled appointment is a violation that can lead to felony charges.
At each visit, officers take a new photo, update any changed information, and verify the current address and employment. The photo is sent directly to the public registry through CENSOR. Officers may also run unannounced address verification checks between scheduled visits. Any change in residence, vehicle, or employment must be reported immediately rather than waiting for the next scheduled check-in.
Planned address changes require ten days advance notice to both ACIC and the Sheriff's Office. Emergency moves must be reported within three days. Name changes must be reported within five calendar days. Each missed notification is a separate Class C felony under Arkansas law. Three separate convictions for failure to register result in automatic lifetime registration with no petition option.
Removing a Name from the Howard County Sex Offender Registry
Some sex offenders registered in Howard County can petition for removal after meeting specific requirements. Under Ark. Code Ann. § 12-12-919, a petition may not be filed until fifteen years after release from prison or from the start of probation or parole. The court must find the person has committed no new sex offense during that period and poses no ongoing threat to public safety.
The petition must be served on the prosecuting attorney, the ACIC Sex Offender Registry, and the Community Notification Assessment unit at least thirty days before the hearing. VINE is notified, and victims who opted in may attend and speak at the hearing. A court denial requires a three-year wait before the applicant can file again. Certain offenses carry lifetime registration with no removal option.
ACIC removes a name from the registry only on receipt of a valid court order. No automatic removal occurs based on time alone without a formal court proceeding.
