St. Francis County Sheriff Registration

Verification Check-Ins in St. Francis County

Three failures to register require the offender to register for life, with no chance to petition for early removal. Residency Restrictions for Level 3 and Level 4 Offenders
Level 3 and Level 4 sex offenders in St. Francis County cannot live within 2,000 feet of any public or private school or licensed daycare facility. This restriction applies throughout the county, including Forrest City and all rural areas. The law has been in place since 2003 and was upheld by the Eighth Circuit Court of Appeals. Violating it is a Class D felony. Level 1 and Level 2 offenders are not subject to the 2,000-foot restriction.
A limited exception applies to offenders who owned and occupied their residence before a school or daycare opened nearby, or before July 16, 2003. That exemption is lost at the moment the offender is convicted of any additional sex offense after those dates. There is no grandfather protection if a new offense occurs.
Ending Registration Requirements
St. Francis County sex offenders may petition the court to end their registration after fifteen years from the date they were released from custody or placed under supervision. The petition process is defined in Ark. Code Ann. § 12-12-919. Victims enrolled in the VINE system receive automatic notification when the petition is filed.
