Who Handles Sebastian County Sex Offender Registration
The Sebastian County Sheriff's Office is the primary registration agency for sex offenders who live in the unincorporated parts of the county. Sebastian County Sex Offender Registration Requirements
Any person convicted of a qualifying sex offense must register with the appropriate law enforcement agency in Sebastian County if that is where they live, work, or attend school. The Arkansas Sex Offender Registration Act, Ark. Code Ann. § 12-12-901 et seq., covers the full list of registrable offenses. These include rape, sexual assault in the first through fourth degrees, sexual indecency with a child, computer child pornography, internet stalking of a child, and more than a dozen other specified crimes.
Offenders moving to Sebastian County from out of state must register within three business days of establishing residency. The same three-day deadline applies to people released from prison or relocating from another Arkansas county. Registration requires a valid ID, proof of address, court sentencing documents, vehicle information, and all online accounts and screen names. Missing that window is treated as a separate felony offense.
Nonresident workers and students are not exempt. Anyone working or attending school in Sebastian County for more than fourteen consecutive days, or thirty total days in a year, must register with the local agency covering the job or school location. This applies regardless of where the person lives.
Sebastian County Sex Offender Risk Classifications
Each registered sex offender in Sebastian County receives a risk level from the Sex Offender Screening and Risk Assessment unit. SOSRA is at 2403 E. Any offender who avoids the SOSRA interview or refuses to cooperate is automatically assigned Level 3 or pushed toward Level 4 review. Dodging the assessment does not mean avoiding a classification. It usually results in a higher one. Adult offenders can request reassessment five years after the first, but they pay for it themselves.
Residency Restrictions in Sebastian County
Level 3 and Level 4 sex offenders in Sebastian County cannot reside within 2,000 feet of any public or private elementary school, secondary school, or daycare center. Federal courts upheld this rule in Weems v. Little Rock Police Department, finding it does not violate any fundamental constitutional right. The buffer is measured from the property line of the school or daycare, not the building itself.
An exception exists for offenders who owned and lived in their home before a school or daycare opened nearby, or before July 16, 2003. That exception is gone if the offender commits any new qualifying offense after the relevant date. Knowingly violating the restriction is a Class D felony. Verification Check-Ins for Sebastian County Offenders

Removing a Name from the Sebastian County Registry
