Each of these violations carries three to ten years in prison and fines up to $10,000. Three separate failure-to-register convictions result in lifetime registration with no right to petition the court for removal.

The Arkansas Administrative Code defines what the CENSOR system captures at every check-in. This includes all changes to housing, employment, vehicles, and online accounts. Updates go directly to ACIC and are reflected on the public registry in real time.

Level 3 and Level 4 sex offenders in Phillips County cannot live within 2,000 feet of any public or private school or licensed daycare. The Eighth Circuit upheld this buffer zone rule as constitutional in Weems v. Little Rock Police Department. Breaking this restriction is a Class D felony.

Phillips County Sex Offender Registry Removal
